To focus on the high-quality development of the deep-sea and aerospace industry chain and to deeply explore the full-spectrum intellectual property (IP) needs of enterprises, a four-person delegation led by Liu Hui, a Level II Inspector at the Shandong Provincial Intellectual Property Development Center, visited Shandong Shenli Rigging Co., Ltd. on the afternoon of August 6 for a specialized research symposium. The team aimed to precisely diagnose pain points in the company's development—such as high-value patent cultivation, the commercialization of research findings, and overseas IP strategy—and to leverage high-quality public IP services to help the "chain-leading" enterprise achieve innovative breakthroughs.
Accompanying the delegation throughout the visit were Zhong Chongbin, Deputy Director and Level III Researcher at the Jining Municipal Intellectual Property Development Center; Liu Hao, Chief Economist of the Industrial Park Management Committee; and Zhang Wen, Director of the Market Supervision and Administration Office under the District Bureau of Development Environment Support.
Accompanied by Du Daping, Chairman and General Manager of Shenli Rigging, the delegation toured the company’s product showroom and intelligent production workshops. They inspected core high-end rigging products designed for sectors such as deep-sea engineering, aerospace, and offshore wind power. From the localization efforts for Grade 120 ultra-high-strength rigging to the collaborative development of the industry chain, the team observed operations and asked detailed questions to gain insight into the company's latest progress in key technological breakthroughs.
Following the tour, the two parties held a symposium dedicated to intellectual property work. Chairman Du Daping extended a warm welcome to the delegation and outlined the company's development. Despite these achievements, challenges remain. Chairman Du Daping candidly noted that the company faces bottlenecks in areas such as high-value patent cultivation, IP rights protection, and collaborative patent commercialization across the industry chain, expressing hope for professional guidance and policy support from the provincial center.
Subsequently, Zhang Tixue, Assistant General Manager and Head of the Intellectual Property Department, delivered a comprehensive report addressing the research objectives. He covered topics including patent strategy and system construction, the effectiveness of patent commercialization and utilization, and participation in patent-empowerment initiatives. Leveraging the "Helping Enterprises Scale Up, Grow, and Expand Globally" initiative, the company has achieved comprehensive improvements in its intellectual property (IP) management capabilities. At the same time, it put forward specific requests and optimization suggestions regarding priority patent examination, rights protection assistance, access to resources from the Yellow River Basin IP Big Data Center, and collaborative industry chain empowerment.
After carefully listening to the report, the research team systematically reviewed the practical IP challenges and service needs raised by the company. Aligning with the province's master plan for IP services in the deep-sea, aerospace, and aviation industry chains, the team provided on-site policy interpretations and answered questions. Both parties also exchanged ideas and opinions on optimizing the three empowerment initiatives and developing collaborative service models led by "chain-leading" enterprises.
The research team highly commended Shenli Rigging—as a chain-leading enterprise—for its achievements in IP innovation, industry chain collaboration, and the commercialization of patented technologies. The team noted that rigging equipment serves as a critical component for deep-sea exploration, aerospace lifting operations, and offshore wind power equipment. They urged the company to continue strengthening its core technology patent portfolio, utilize provincial IP public service platforms effectively, and leverage its leadership role to drive simultaneous improvements in IP management among upstream and downstream SMEs. The Provincial Intellectual Property Development Center pledged to continue extending service resources to the grassroots level, precisely address enterprise needs, streamline the full-chain service process—covering IP creation, protection, and utilization—and use patents to empower the development of "new quality productive forces."
This targeted research visit provided a clear direction for upgrading Shenli Rigging’s IP capabilities. Moving forward, Shandong Shenli Rigging will use this visit as a key opportunity to deepen its focus on core technologies supporting the deep-sea and aerospace sectors, while intensifying efforts to secure high-value invention patents and overseas PCT patents. Shenli Rigging Successfully Passes Review for the Fifth Batch of Provincial Industrial Design Centers

Recently, the Department of Industry and Information Technology of Shandong Province announced the results of the review for the first seven batches of provincial-level industrial design centers. Shandong Shenli Rigging Co., Ltd., recognized as a fifth-batch provincial industrial design center, successfully passed the review thanks to its outstanding innovation and design capabilities, earning further authoritative recognition from the government.
The review was organized by the provincial Department of Industry and Information Technology in accordance with the administrative measures for provincial industrial design centers. It involved a comprehensive assessment covering areas such as R&D investment, design team development, innovation output, and product commercialization capabilities. A total of 440 enterprises across the province passed the review, and Shenli Rigging was among them.
Since being designated as a fifth-batch provincial industrial design center, the company has leveraged over six decades of rigging manufacturing experience to continuously refine its industrial design innovation platform. It has assembled a professional R&D and design team and increased investment in design, integrating industrial aesthetics, structural safety, intelligent manufacturing, and low-carbon concepts into the full product lifecycle. Shenli Rigging Passes First Annual CRCC Surveillance Audit After Relocating to New Factory

From July 25 to 26, an expert team from the China Railway Inspection and Certification Center (CRCC) visited Shandong Shenli Rigging Co., Ltd. to conduct an on-site annual surveillance audit following the company's transition to updated standards and the relocation of production to a new facility. After a comprehensive assessment, Shenli Rigging successfully passed the audit, and its certification remains valid.
CRCC is a leading third-party certification body in China’s railway product sector. This surveillance audit covered three core areas: a comprehensive assessment of the factory's quality assurance capabilities, on-site product sampling and testing, and a review of compliance regarding the use of certification marks. Guided by the latest railway product certification rules and the TB/T 2075-2024 standard for electrified railway catenary components, the expert team conducted a systematic and rigorous review covering technical document management, production site control, supply chain management, finished product consistency, equipment calibration, product testing and verification, and quality traceability systems.
During the audit, the expert team visited the new factory's production lines to verify process execution, controls on key raw materials, and the inspection process for finished products prior to shipment; they also selected certified products on-site for performance testing. Simultaneously, they conducted a detailed review of all documentation—including quality system files, supplier management records, non-conforming product disposal logs, and records regarding the use of certification marks—evaluating the company's standardized control capabilities for its intelligent production lines and its end-to-end quality traceability system.
The audit identified one minor non-conformity, for which the company has already formulated a closed-loop corrective action plan. Based on the comprehensive review, the expert team concluded that the factory’s overall quality assurance capability is stable and reliable, effectively ensuring the consistent quality and conformity of certified products; the control system operates effectively; sample test results met railway industry standards; and the company’s procedures for using certification marks are compliant with regulations. The expert team unanimously agreed to approve the annual surveillance audit.
This audit marked the first CRCC surveillance review since the company transitioned to the new standards and commenced operations at its new production base. Successfully passing this audit demonstrates the authoritative body's recognition of the company's end-to-end quality control and intelligent manufacturing capabilities. It also validates Shenli Rigging’s ability to ensure stable and reliable delivery of rigging components for electrified railway catenary systems, further solidifying the company's compliance credentials and core competitiveness in the railway market.
